Policemen everywhere,no matter which country you are in

 Neither decency,manners nor breeding. Most of them are farm-boys and ignorant unmannerly countrymen who think that they can break the law with impunity. The rightward drift in Western society since Nixon and Reagan's presidenciesallows many policemen to escape imprisonment for manslaughter,even  first-degree murder.

Obstacles to political peace and the  elementary concepts of justice in any society. There is no permanent solution to any social problem or problems available from  policing or  police force. You need a militia and competent civil society advocates such as most lawyers. Those people are tied down by busy schedules and  delays in procuring authorisation to deliver long:term outcomes.
